Kind of a ridiculous rule. There should be amendments for when there is surf. I can’t think of anyone who would swim on a day with head and a half surf or during a shitty and snotty day. Anyway if you were to paddle out at 3 and surf until 6 are they going to give you a ticket, and how are they going to get out to me and give me a ticket. Are they going to swim out? I doubt it, I would just wait him out. Ridiculous use of resources.
